Recently became aware of these,gf got a ticket looking at her phone at a red light.When Escobar was killed they used a portable cell station to get his cellphone to lock on,then they read his messages.Many police cars now have these and they move around quite a bit,sometimes they concentrate in small areas.Once locked on,they can read your communications,and can match your phone ID with your plate.So even if you text with the phone held low,they can detect this.
In Europe they have been used in a parked car next to demonstrations,they harvest the identification of every phone in the area. AIMSICD is the name of the Android app,available with constant updates through FDroid.The app has a map of towers,some are actually relays of towers,they move around often.

Could these ....oops,just got a notice that cell information was being monitored. ...could these be the reason that voice quality seems to have deteriorated at times?

My map shows a cell base station nearby,right at the site of a small community police station....my local towers are not showing usually...

What I see is that every single cellphone call that I make in my area,I immediately get a notification that the base is not in the Open Cell ID Database.Then a notification that Cell Content Being Monitored.Every single cell call in the area goes through these IMSI catchers.No wonder police forces have so many communications officers.
